Further to our previous announcement dated 25 May 2026 regarding the FKW Headcount Declaration Update and Scheduled eXpats System Maintenance, please be informed that effective 3 June 2026, companies intending to request new or additional Foreign Knowledge Worker (FKW) headcount are required to submit an FKW Projection Request via the eXpats system.

&nbsp;

Companies are required to ensure that all mandatory supporting documents are complete upon submission. MDEC will review and evaluate the request based on the revised policy requirements and supporting documents submitted. Companies will be notified via the system on the outcome of the request by the FKW Approval Committee.

&nbsp;

Only approved projection headcount will enable companies to proceed with the submission of FKW Individual Application submission.

&nbsp;

In addition, companies are required to take note of the additional requirements for FKW Individual Application, effective 1 June 2026, as follows:

</ol>

Companies are encouraged to provide succession plan information, where available, to support early readiness and alignment ahead of the annual Succession Plan declaration requirement, which will take effect from 1 January 2027, as communicated by KDN.

	<li style="text-align:justify">Additional Supporting Documents for Specific Arrangements / Requirements</li>
</ol>

For applications under specific arrangements/ requirements, companies must provide the relevant supporting documents, where applicable as follows:

		<li style="text-align:justify">Proof of GBS Sector Operations (for Non MD companies only) </li>

An official letter or relevant supporting document must be provided to demonstrate that the company operates within the Global Business Services (GBS) sector. This may include:

	<li style="text-align:justify">Membership with the Contact Centre Association of Malaysia (CCAM)</li>
	<li style="text-align:justify">Any other relevant supporting documents deemed acceptable by MDEC.</li>

Reminder on Certified True Copy (CTC) Documents

Companies are also reminded that all Certified True Copy (CTC) of Education Certificate must be certified either by:

FKW Declaration Headcount New Process and Additional Requirements for FKW Individual Application Effective 1 June 2026

Please be informed that MDEC will be implementing system updates in preparation for the revised Expatriate Salary and Employment Pass Policy.

As part of this implementation, the following updates will take effect:

&nbsp;

1. FKW Headcount Declaration Update

With immediate effect from 25 May 2026, the existing &lsquo;FKW Headcount Declaration&rsquo; request function in the Expats System will be discontinued. Companies may continue to utilise their remaining approved FKW headcount available in the system for individual FKW applications.&nbsp;

&nbsp;

Any new or additional FKW Headcount requests submitted from 3 June 2026 onwards will undergo further evaluation and approval under the revised process.

&nbsp;

2. Scheduled System Maintenance

The Expats system will be temporarily unavailable due to scheduled maintenance as follows:

Maintenance Period: 1 June 2026 until 2 June 2026

&nbsp;

During this maintenance period, companies will not be able to access the system or submit any applications. The system is expected to resume normal operations and be available for all application transactions from 3 June 2026 onwards.

In view of the scheduled downtime, companies are encouraged to review their application planning and ensure that any intended submissions are managed accordingly to support a smoother application process.

Further guidance, including the final checklist for applications under the revised policy and projection requests, will be shared in a subsequent announcement.

Revised Expatriate Salary and Employment Pass Policy FAQ and Briefing Deck

We would like to bring to your attention the following mandatory requirements, which will be strictly enforced with immediate effect. Adhering to these requirements is essential to ensure smooth processing and to avoid unnecessary delays or cancellations of applications.&nbsp;

 
 
1.Endorsement Process Payment Timeline&nbsp;

&nbsp;

Please be reminded that payment for pass endorsement must be completed within one (1) month from either of the following dates, as applicable:&nbsp;

&nbsp;

-The date of the applicant&rsquo;s entry into Malaysia; or&nbsp;

-The date of approval for pass renewal/new (ie change of category/pass/company)&nbsp;

&nbsp;

Kindly note that failure to comply within the stipulated timeframe may result in the cancellation of the approved application. In such cases, companies will be required to submit a new application, which may affect overall processing timelines. 
 
 
 
2. Applicant&rsquo;s Presence in Malaysia During Processing&nbsp;

&nbsp;

Applicants who are in Malaysia for the purpose of pass endorsement are required to remain in Malaysia until the process is fully completed, including the issuance of the pass sticker (endorsement).&nbsp;

If an applicant needs to travel due to urgent or exceptional circumstances while the application is in progress and the applicant will re-enter Malaysia after the expiry of the current pass, the company is required to inform us immediately for further assessment.&nbsp;

 
Any consideration is subject to the stage of the application and applicable immigration requirements, and does not guarantee continuation of the application.&nbsp;

If the applicant is outside Malaysia at any point during processing, the application may be cancelled due to reference visa requirements.&nbsp;

Please note that once the application is at the Immigration stage, no amendments are allowed. The application will be cancelled and must be resubmitted as a new application.&nbsp;

Companies are therefore strongly advised to ensure that applicants remain in Malaysia until the pass has been fully endorsed to avoid:&nbsp;

-Application cancellation&nbsp;

-Disruptions to the application process&nbsp;

-The need for re-submission of application&nbsp;

In view of the upcoming Chinese New Year celebrations, please be informed that the Expats Service Centre will be closed for half day on 16 February 2026 (Monday), from 12:00 p.m. to 5:00 p.m. The Centre will resume operations as usual on 19 February 2026 (Thursday).

In reference to the Press Release issued by the Ministry of Home Affairs (MOHA) / Kementerian Dalam Negeri (KDN) on 14 January 2026, this announcement provides additional information on the revised Employment Pass (EP) framework, which will take effect from 1 June 2026.

For ease of reference, the key elements of the revised Employment Pass framework are outlined below:

1. Revised Employment Pass (EP) Salary Requirements and Duration

3. Effective Date for Compliance &ndash; All new and renewal Employment Pass applications approved on or after 1 June 2026 must comply with the revised Employment Pass requirements, regardless of the submission date.

This announcement should be read together with the earlier announcement on the revision of Employment Pass minimum salary requirements.

Companies are strongly advised to plan their Foreign Knowledge Worker (FKW) submissions and workforce arrangements accordingly.

In preparation for the full implementation of this new policy, MOHA/KDN will conduct engagement and consultation sessions with relevant stakeholders, including industry players, employers, and related agencies.

PROCESSING DELAYS FOR FKW EMPLOYMENT PASS APPLICATIONS

Dear Valued Clients, 
In line with the directive from the Ministry of Home Affairs (MOHA), the Immigration&nbsp;Department of Malaysia (JIM) requires all companies to manage expatriates&rsquo; departure&nbsp;from Malaysia through pass shortening and Exit Clearance.&nbsp;

 
Effective 20 November 2025, this mechanism applies to expatriates holding Employment&nbsp;Passes (EP) for MD and Non-MD companies.

&nbsp;

Key Highlights of the Mechanism: 
1. Companies of the respective expatriates are responsible for ensuring that each expatriate&rsquo;s exit information is reported in the eXpats System. This applies to&nbsp;expatriates holding EP who:

a. Have expired passes, and 
b. Have no exit record or have not updated/shortened their pass validity with&nbsp;JIM

&nbsp;

2. Companies may verify and update the expatriate status in Exit Clearance via&nbsp;eXpats System.&nbsp;

&nbsp;

3. Exit information must be submitted within 30 days from the pass expiry date by&nbsp;uploading one of the following supporting documents through the eXpats system:

a. Copy of passport with exit endorsement, or 
b. Flight ticket / boarding pass, or 
c. Copy of Employment Pass (sticker/ePass) amended by a Malaysian High&nbsp;Commission Embassies, Consulates or other official Malaysian&nbsp;representations abroad 
d. Employer&rsquo;s declaration and confirmation letter stating that the expatriate&nbsp;has departed Malaysia accompanied by Form AM80 (signed before a Commissioner for Oaths) 
e. Other supporting documents as applicable.

&nbsp;

4. Companies who fail to report within the given timeframe will receive a system&nbsp;notification, and new expatriate applications may be placed on hold until the exit&nbsp;clearance is submitted. For reference, this mechanism is based on the latest&nbsp;directive shared by the Immigration Department of Malaysia (October 2025).

Effective 21 October 2025, the Immigration Department of Malaysia (JIM) has introduced the Program Pengurusan Tinggal Lebih Masa (Overstay Management Programme) to strengthen compliance and management of overstay cases.

&nbsp;

Under this programme, Employment Pass (EP) and Dependant Pass (DP) holders who commit an overstay not exceeding 90 days will be compounded without referral to the respective Bahagian Penguatkuasa Imigresen Department (Enforcement Division).

1. Once submitted and processed, company will be notified via email to download a Confirmation Letter in the system. FKW including their dependent/s MUST show this letter upon entry at the airport and during collection of pass sticker.

2. Only FKW and their dependent/s who arrive at KLIA1 are eligible to collect the pass sticker at ESC. For those who arrived at other than KLIA1, the pass sticker must be collected at Expats Service Centre.

E-Invoice Implementation

We are delighted to announce that MDEC will implement e-Invoicing via the Peppol Network starting August 2024, in alignment with LHDN&#39;s (Lembaga Hasil Dalam Negeri) e-Invoice enforcement.

To comply with LHDN&rsquo;s e-Invoice requirements, we kindly request that you provide your TIN (Tax Registration Number), SST (Sales and Service Tax) number, and other necessary details when conducting business transactions with us. This information is essential for the LHDN validation of e-Invoices. Please ensure that the information you provide is current and accurate to enable timely and error-free e-Invoice validation.

As we transition to this new and efficient e-Invoicing system, we also encourage you to adopt the Peppol framework for your own e-Invoicing needs. This will help streamline processes and ensure compatibility across platforms, enhancing operational efficiency, compliance, security, and reliability.

However, to adhere to the requirement by Ministry of Human Resources, a valid approval letter from Department of Labour Peninsular Malaysia (JTKSM) is still required for submission of FKW new application. This approval letter is mandatory and companies MUST ensure it is attached when submitting their applications.

As you may aware, MDEC seeks to continuously to improve the efficiency of obtaining permits for expatriates working in Malaysia and expedite the hiring process for the companies.

&nbsp;

In this regard, please be informed effective from 4th June 2024, the Foreign Knowledge Worker (FKW) projection submission that is currently known as &ldquo;headcount&rdquo; will be further simplified and the projected headcount will be automatically approved. 

&nbsp;

With the new implementation, any FKW Projection request that are currently pending for approval will be forfeited. For this case, company is required to resubmit latest FKW headcount information with relevant justification at <a href="https://mdec.my/expats" style="color:#0563c1; text-decoration:underline">https://mdec.my/expats</a> and this will go through the automatic approval process.

&nbsp;

Given this flexibility, please note that the projected FKW headcounts must be utilised in respective year and cannot carried forward to the next year. We are pleased to inform that Immigration Department of Malaysia in MDEC will issue i-KAD for new and renewal application of the Employment Pass holder with immediate effect. The i-KAD will be issued upon issuance of pass sticker and ePASS.However, kindly take note that i-KAD will not be issued for Employment Pass holders under MDEC approval and pass sticker issued by Immigration Department of Malaysia in Penang until 
further notice. In addition, please observe the following:

 
1) Transfer of Endorsement (TOE) 
i-KAD will only be issued for pass that valid MORE than six (6) months.

 
2) Cancellation of pass 
i-KAD MUST be returned to Immigration Department during cancellation of passes process.

 
3) Replacement of i-KAD 
i-KAD will be issued only ONCE by Immigration Department. As such, there is no replacement of i-KAD if the card is missing, stolen, amendment of information in the sticker, etc. Please take note that it is advisable for Foreign Knowledge Worker (FKW) to carry passport at all time even though they have obtained the i-KAD as a valid document.

We advise only companies with FKW headcount requirement for 1st Quarter of 2024 to submit for the projection to ease the approval process. Companies may continue to submit the FKW projection as and when required throughout the year 2023.

&nbsp;

Please take note that the submission for 2023 FKW projection is still open until 15th November 2023. As such, kindly ensure to choose the right year for your request. Any balance from FKW projection that has been approved in year 2023 will be forfeited by 31st December 2023.

We would like to highlight that companies are required to obtain prior approval from Director General, Department of Labour Peninsular Malaysia (JTKSM) before employing Expatriate/Foreign Knowledge Worker (FKW) based on the provisions of Section 60K, Employment Act 1955.&nbsp;

NEW PROCESS FOR ENDORSEMENT OF PASS AT EXPATS SERVICE CENTRE – NORTHERN OFFICE

Effective from 1 November 2022, the eXpats system is open for submission of FKW Projection for 2023. We advise only companies with FKW headcount requirement for 1st Quarter of 2023 to submit for the projection to ease the approval process. Companies may continue to submit the FKW projection as and when required throughout the year 2022.&nbsp; Please take note that the submission for 2022 FKW projection is still open until 14th November 2022. As such, kindly ensure to choose the right year for your request. We refer to the announcement dated 15th April 2022 (Ref No: BSD&ndash;EXPATS&ndash;ANNC&ndash;MDEC&ndash;176 D20220415) on collection of pass sticker at ESD Satellite Centre (ESC), Kuala Lumpur International Airport 1 (KLIA1). Kindly be informed that effective from 15th July 2022, companies are required to select ESC, KLIA1 for collection of pass sticker under the logistic arrangement of Expats System. This requirement applies to all NEW applications of Foreign Knowledge Worker (FKW) including their dependent/s under Employment Pass categories I and II (EPI and EPII) that are currently abroad.

Please take note on the additional information for collection of pass sticker purposes: 1) Once submitted and processed, company will be notified via email to download a Confirmation Letter in the system. For those who arrived at other than KLIA1, the pass sticker must be collected at Expats Service Centre. In line with our recent announcement on the new process for endorsement of pass sticker, please be informed that effective 18th April 2022, company may select pass sticker logistic arrangement preference upon submission of endorsement application in the Expats System.

The options are as follows:

&nbsp;

<ol>
	<li>1) Delivery Pass sticker will be delivered to selected MSC Status Company within MSC Malaysia cybercity/centre area in Cyberjaya, Petaling Jaya and Kuala Lumpur ONLY.</li>
	<li>2) Walk-in Company to bring original passport to Expats Service Centre for affixing of Pass Sticker. Company may walk-in to our Centre according to the booked appointment slot. If company is unable to obtain the slot via online appointment, please email expatctr@mdec.com.my for manual appointment request.</li>
	<li>3) Collection at ESD Satellite Centre (ESC), Kuala Lumpur International Airport 1 (KLIA1) The collection of pass sticker at ESC is ONLY for Foreign Knowledge Worker (FKW) including their dependent/s that currently abroad and approved under Employment Pass category I and II (EPI &amp; II). Company will be notified via email to download a Confirmation Letter when it is ready in the Expats System. The Confirmation Letter is required by the FKW and/or their dependent for collection of pass sticker at ESC. In situation where the issuance of pass sticker is unsuccessful at ESC, company may email us at <a href="mailto:expatctr@mdec.com.my" rel="noopener" target="_blank">expatctr@mdec.com.my</a> for the next arrangement.</li>

Please take note that the option selection cannot be changed once the application has been submitted to MDEC in the system. As such, company MUST ensure to confirm the selection before submitting the endorsement application. The user manual is available in the system for easy reference. For this new enhancement, there will be system downtime for Expats System on Sunday, 17th April 2022 (12.00am) until Monday, 18th April 2022 (12.00am). Thus, the system will not be accessible during this period.

Enhancement of Expats system

Please be informed following are the latest updates for the companies to observe:

	<li>1) Returned Application for more than 6 months Kindly be informed that any application that has been returned, company MUST respond to MDEC within 6 months from the returned date. Failure to comply with this requirement, application is considered as invalid and will be voided. Company is required to re-apply should company wish to continue with the same application. Processing fee is non-refundable for application that has been inactive for more than 6 months.</li>
	<li>2) Cancellation of Pass Any Foreign Knowledge Worker (FKW) and their dependents who will be leaving Malaysia permanently is required to shorten the current pass prior to their departure. Company is responsible to ensure that the current pass MUST be physically shortened before leaving Malaysia to avoid any implication in the future.</li>

Service Hours during Ramadhan 2022

We refer to our announcement dated 24th November 2021 (Ref No: TD&ndash;MFS&ndash;ANNC&ndash;MDEC&ndash;168 D20211124) on the issuance of the pass sticker. We would like to highlight that the SLA for affixing pass sticker is five (5) working days after receiving the notification from eXpats system and company is responsible to:

&nbsp;

1. Delivery of pass sticker Ensure that original passport is available for affixing the pass sticker as per the delivery schedule OR;

2. Collection of pass sticker Ensure to bring the original passport to eXpats Service Centre for affixing the pass sticker as per the appointment schedule. If company is unable to obtain the slot via online appointment, please email expatctr@mdec.com.my to obtain manual appointment To comply with this requirement, company is advised to plan accordingly and proceed with the Endorsement Process (Stage 2) when the Foreign Knowledge Worker (FKW) is in Malaysia and the original passport is available so that the pass sticker can be affixed to the passport within the stipulated period.

Please note for method No.1, MDEC will assist to deliver the pass sticker to the company only twice and failure to provide the original passport during the second delivery, the company is required to bring the passport to eXpats Service Center within five (5) working days after receiving notification from eXpats system.

1.eVisa online application platform eVisa can be applied from any countries except Malaysia, Singapore, Israel and North Korea. Please refer to <a href="https://malaysiavisa.imi.gov.my/">https://malaysiavisa.imi.gov.my/</a> for eVisa application.

2.Malaysian Representative Offices Overseas Reference Visa (Single Entry Visa) can be applied at Malaysian Representative Offices Overseas as stated on MDEC&rsquo;s Approval letter. Nevertheless, we encourage you to apply for eVisa as it is easier and more convenient for visa application.

UPDATE ON REFERENCE VISA REQUIREMENT

Please be informed that with immediate effect all Foreign Knowledge Workers (FKW) and their dependents including foreign maids who require a visa to enter Malaysia MUST obtain Reference Visa (single entry visa) prior to entry into this country. In line with this requirement, Immigration Department of Malaysia has extended the use of MYVisa system (eVISA) to all the respective nationalities.

&nbsp;

For your information, eVISA can be applied from any countries except Malaysia, Singapore, Israel and North Korea. Please refer to <a href="https://malaysiavisa.imi.gov.my/">https://malaysiavisa.imi.gov.my/</a> to apply for the eVISA.

&nbsp;

For reference visa application, approval letter MUST include &ldquo;Visa Collection Centre&rdquo;. Hence, all applications that have been approved without visa collection centre, the approval must be amended before entering Malaysia as the Journey Performed payment facility is no longer available. Failure to obtain a visa prior to entry, the applicant will be charged with &ldquo;Not to Land&rdquo; (NTL) at the border entrance and will be deported.

REFERENCE VISA REQUIREMENT

In line with the announcement made by Expatriate Service Division (ESD) of the Immigration Department on 1st October 2021, <a href="https://esd.imi.gov.my/portal/latest-news/announcement/">https://esd.imi.gov.my/portal/latest-news/announcement/</a>, please be informed that effective from 1st December 2021 the endorsement process will be as follows:

&nbsp;

1) Company to initiate online endorsement process and MUST upload documents for endorsement purpose. Please refer to the checklist in eXpats website - www.expats.com.my

2) Pass sticker will be delivered to company by MDEC&rsquo;s representative or;

3) Company may bring original passport to eXpats Service Centre to be affixed with the pass sticker. &nbsp;

&nbsp;

With the implementation of the new endorsement process, company MUST observes the followings

&nbsp;

1) For application that the Foreign Knowledge Worker is outside Malaysia(FKW), company may initiate online endorsement once FKW has entered Malaysia and entry stamp has been uploaded.

2) Pass sticker will be delivered to the registered address only or company may bring the original passport within 5 working days after receiving the notification that the sticker is ready to be affixed on the passport.

3) Delivery service is only applicable for companies that meet the criteria set by MDEC.

4) Company is required to make an online appointment via appt.expats.com.my for collection of pass sticker at the eXpats Service Centre counter,

5) Company MUST ensure that the passport is in a good condition to affix the sticker. Please note that with this new process, MDEC will no longer keep the passport from 1st December 2021 for submission of endorsement.

However, for online endorsement application submitted before 1st December 2021, company may proceed to submit the original passport following the current process until 15th December 2021 (Wednesday).

LATEST UPDATE ON  ONLINE APPOINTMENT AND FULL VACCINATION REQUIREMENT

Greetings from eXpats Service Centre! In line with the introduction of E-Special Pass (eSP) by the Immigration Department of Malaysia, we are pleased to inform that effective from 11th October 2021, company may submit Special Pass application via eXpats system.

&nbsp;

The online eSP only applicable for:

1) Arrangement to leave country

2) Renewal application

3) New application (change of position/pass only for existing application under MDEC) With eSP, company is required to make online payment for the SP charges.

&nbsp;

Please note that company MUST make payment within 7 days of the approval date. Failure to make payment during the said timeline, the special pass approval will be automatically cancelled. The user manual is available in the system for easy reference. For this new enhancement, there will be system downtime for eXpats System on Sunday, 10th October 2021 (12.00 am) until Monday, 11th October 2021 (8.00am). Thus, the system will not be accessible during this period.

We advise only companies with FKW headcount requirement for 1st Quarter of 2022 to submit for the projection to ease the approval process. Companies may continue to submit the FKW projection as and when required throughout the year 2021. Please take note that the submission for 2021 FKW projection is still open until 14th November 2021. As such, kindly ensure to choose the right year for your request. Any balance from FKW projection that has been approved in year 2021 will be forfeited by 31st December 2021. We are pleased to inform that the Government of Malaysia has lifted the travel restriction to Malaysia for travellers from India, Bangladesh, Sri Lanka, Pakistan and Nepal effective from 20th September 2021. However, please take note that entry to Malaysia is still subject to the MYEntry approval by the Immigration Department of Malaysia and will be reviewed from time to time.

Please be advised that due to the restrictions and SOPs where the center is operating with limited manpower, we are experiencing some delays in the approval and endorsement process. We are also currently flooded with high volume of endorsement applications since we re-opened our counter service and all this has further led to the delay. We seek your understanding that we are unable to entertain all urgent request including travelling inside or outside Malaysia unless confirmed flight ticket is attached and the urgency is highlighted during submission of passport. As such, we encourage companies to plan your application submission ahead and give us sufficient time to complete the process. Please also note that due to the limitation of online appointment slot, Immigration Department of Malaysia has given flexibility for companies to complete the endorsement of application until 31st December 2021 and will not be subject to any enforcement action during the period. Hence, for those that have been granted an approval, you may plan for the endorsement to be completed latest by 31st December 2021.
