Programme Main Stages
The programme comprise three (3) stages:

Definition
Animation projects involve developing original animated IPs for commercial distribution across television, cinema, streaming platforms, online media, advertising, other commercial platforms and a pathway to market.
Subcategory
This category includes the development of :
- One (1) Pilot Episode of a New Animation Series; OR
- One (1) Animated Short Film; OR
- One (1) High-Value Unique Animation Film.
Theme
- Open to all animation genres and themes with commercial potential.
Eligible Genres
- Action, Adventure, Comedy, Drama, Fantasy, Horror, Sci-Fi, Educational, Children’s Content, Documentary Animation, Experimental Animation, Others.
Duration of Content
- Minimum 5 - 20 minutes of completed animation content.
Technical Requirements
- Minimum Full HD (1920 × 1080) or larger format (potrait or landscape)
- Minimum 30 fps
Final Deliverables
- Completed Animation Video
- Trailer/Teaser
- Promotional Artwork & Poster
- Commercialisation Plan
- Copy of IP Filing application or receipt from MYIPO or any relevant IP registration firm.
Seed Funding Amount
- Up to RM150,000 per approved project.
Project Duration
- Maximum 8-months from the date of project commencement.
*Seed Funding amount is subject to evaluation and assessment of the Project Proposal. Amount to be determined by the majority of the Evaluation Committee.

Project Proposal
A comprehensive guideline for project proposal submission.
Your application will only be considered complete once your Project Proposal and all required documents have been successfully submitted before the closing date.

Eligibility Criteria
- Incorporated in Malaysia for not more than Five (5) years under the Companies Act 2016;
- Active and a minimum of 51% equity held by Malaysian(s) as per shareholding structure in the SSM;
- Not the subject of liquidation/winding up/bankruptcy order
- Not a Recipient under any of the MDEC grants in the preceding year
- Has no going concern issue and/or dormant.
- Director(s) and shareholder(s) of the eligible Company shall declare and disclose any actual or potential conflict of interest including any business relationship and/or family relationship with any of MDEC’s directors. employee, individual consultant and/or any authorized representatives of MDEC at the point of application and on a continuous basis throughout the availability period of the programme. Failure to disclose in writing of such conflict may result in disqualification, suspension, termination of the award and/or any other action as may deemed appropriate by MDEC.
- Not blacklisted, listed under alert list/ watchlist by Malaysian authorities/enforcement bodies including but not limited to Malaysia Anti-Corruption Commission (MACC), Bank Negara Malaysia (BNM), Securities Commissions Malaysia (SC) and Malaysia Digital Economy Corporation (MDEC). In the event, the Director(s) and shareholder(s) are blacklisted, the said Company/ Applicant/ Recipient shall be disqualified.
Process Flow

Call For Submission
- All applications must be submitted online.
- Kindly click on the Apply Now button below to submit, no later than the respective date.
- Pre Screening and Due Diligence - Upon closing of the submission will be conducted on the applications received.

Masterclass Workshop
- Eligible applicants who have successfully passed MDEC’s due-diligence process are required to attend a workshop conducted by industry experts in preparation for the Evaluation Session.

Evaluation Session & Selection Stage
- Eligible applications will be invited for Evaluation Session to pitch project ideas to the Panel of Evaluation Committees.
- Successful and unsuccessful applications will be notified of the official result through email.

Mentoring Session for Production Stage
- The Recipient(s) are given up to eight (8) months depending on the category to complete the selected project.
- Within that duration, Recipient(s) are to undergo a compulsory Mentorship programme with selected Mentors.
- Recipient(s) and Mentors will meet as per the schedule provided.

Disbursement
- Disbursement will be based on the progress milestone, which is based on completed submission and achievements of the verified deliverables by Mentors.
- Recipient(s) will be notified once the deliverables has been approved.

Product Validation Activities
- Upon completion of product development, Recipient(s) will be required to participate in Market Validation Activities, Promotional & Outreach Activities.
- Recipient(s) to submit report on the product’s performance and its commercialization potential.
